Introduction

Welcome to the online application form for Round 2 of the Faster Assessments Incentive Program. This program is administered by the NSW Department of Planning, Housing and Infrastructure.

This application form is for councils that have been offered grant funding as per the program’s assessment criteria. These councils have been notified by the department and should use this form to apply for a maximum of 1 project per council as part of the funding round.

Program details

The Faster Assessments Incentive Program is an evidence-based, competitive grant program that rewards high and medium growth councils for reducing and maintaining low average development assessment timeframes.

Round 2 rewards eligible councils for their performance during the 2025‑26 financial year.

Eligible projects must meet the eligibility and assurance criteria outlined in the program guidelines, including:

- Service new homes: The project enables/supports new housing in the LGA
- Strategic merit: The project is justified with reference to existing strategic planning documents
- Deliverability: The project is technically sound and can be completed by 30 June 2030.

Note: The project documentation must include cost estimates with enough information to undertake a benchmarking review of the scope, a clear funding strategy, and enough information about risks and dependencies as well as planning and other approvals required.

Instructions for Applicants

Before you start the form, please ensure you have read the Program Guidelines.
Please ensure you follow the below instructions when completing your online nomination form:

  • there is an automatic time out on the online form every 20 minutes. Please ensure you regularly save your nomination form every 15 minutes to prevent loss of data
  • if you wish to save a draft of your nomination form and come back to it, please click ‘save and close’ on the top right hand side of the screen. You can return to complete your form through the ‘My Submissions’ option
  • once submitted, your form cannot be changed. Please ensure all field are completed correctly and all attachments are uploaded before submitting your nomination
  • once submitted, you will receive a confirmation email with a copy of your submitted nomination form attached. If you have not received a confirmation email, please ensure your form was submitted correctly.

For all attachments uploaded your nomination form, please use the following naming convention:

Application Number – Project Name – Attachment name

Please note attachments are limited to 25MB each.

Before you start

The application form will require you to submit several documents to demonstrate your project is deliverable, services new homes and has strategic merit, as required under the program guidelines. 

 We recommend gathering the following before you start:

  • Project extent, access points and service catchment (in GIS format and following the technical requirements outlined in this application form)
  • Funding strategy or equivalent, with enough information to determine that the project can be delivered by June 2030
  • Feasibility report or equivalent if available
  • Contractor and procurement plans or equivalent
  • Project cost estimate schedules and basis of estimate information, including sufficient detail to undertake a benchmarking review of the scope and assessment against the funding strategy
  • Concept plan and detailed design if available
  • Business case/ economic analysis if available
  • Staging plan or equivalent document outlining key milestones, with enough detail to undertake a technical review to determine deliverability in line with the program guidelines
  • Stakeholder and communications plan if available
  • Landowner consent if required
  • Co-contribution letter in the format outlined in this application form: signed by Council’s GM, CEO, or CFO, and including the project name, total co-contribution amount, source(s) of the co-contribution. 

 Please ensure that any figures provided throughout this application are GST exclusive.

Use of Information

By submitting this application form, the Applicant acknowledges and agrees that:

  • if this project application is successful, the relevant details of the project will be made public, including details such as the names of the organisation (Applicant) and any partnering organisation (state government agency or non-government organisation), project title, project description, location, anticipated time for completion and amount awarded;
  • the Department will use reasonable endeavours to ensure that any information received in or in respect of this application which is clearly marked ‘Commercial-in-confidence’ or ‘Confidential’ is treated as confidential, however, such documents will remain subject to the Government Information (Public Access) Act 2009 (NSW) (GIPA Act); and
  • in some circumstances the Department may release information contained in this application form and other relevant information in relation to this application in response to a request lodged under the GIPA Act or otherwise as required or permitted by law.

By submitting this Application form, the Applicant acknowledges and agrees that:

Housing target / Implied dwelling demand:

10,000 or more = $3 million funding cap

5,000 - 10,000 = $2 million funding cap

1,000 - 5,000 = $1 million funding cap

Eligibility Confirmation

Please declare this application meets the Program eligibility criteria (as per section three of the Faster Assessment Incentive Program Round 2 Guidelines), and declare that:

  • It has been prepared by and is being submitted by an eligible applicant
  • The project application is specific to the Local Government Area of the applicant
  • The project can be completed no later than 30 June 2030.
  • The funding requested complies with the program funding caps 
  • Applicants confirm that applications do not contain any ineligible expenditure items as per the FAIP Round 2 guideline, section 3.3. 
  • The applicant will notify the Department if grant funding is secured from another source.
