Transport Orientated Development Community Infrastructure Program

Welcome to the online nomination form for the Transport Orientated Development Community Infrastructure Program (the Program). This program is administered by the NSW Department of Planning, Housing and Infrastructure (DPHI).

This online nomination form is open to eligible applicants identified in The Program Guidelines which are available on the Department's website.

Program details

The TOD CIP will invest $220 million in active transport infrastructure to support up to 60,000 new homes in 7 TOD Accelerated Precincts. This is in addition to the $300 million already announced for open space.

Round One will provide up to $90 million to the local government areas supporting growth in the rezoning precincts and around the rail and metro stations.

The Department of Planning, Housing and Infrastructure invites eligible councils to apply for a share of Round One grant funds by nominating projects such as footpaths, cycle paths and local road upgrades that support walking and cycling. Councils can nominate 1 to 3 projects each for grants of between $0.5 million and $10 million per project.

Each precinct has been allocated a certain amount of funding based on its share of growth:

  • Bankstown: $21,686,747
  • Hornsby: $9,294,320
  • Kellyville: $2,633,391
  • Bella Vista: $4,492,255
  • Maquarie Park: $14,870,912
  • Crows Nest: $9,139,415
  • Homebush: $27,882,960

Information about the funding allocation, selection criteria and assessment process for Round One are set out in the program guidelines.

Please note that councils in the Crows Nest and Homebush Precincts must agree on the projects submitted by the other council(s) in those precincts. Use the Supporting Documents field at the end of this application form to upload a letter signed on behalf of each council confirming the agreed projects and funding split for their Precinct.

Instructions for applicants

Before you start the form, please ensure you have read the Program Guidelines which are available on the Department's website. The guidelines inform you about the eligibility and assessment criteria, the process for submitting your application and outlines the decision-making process for eligible grant funding.

Please ensure you follow the below instructions when completing your online nomination form:

There is an automatic time out on the online form every 20 minutes. Please ensure you regularly save your nomination form every 15 minutes to prevent loss of data.

If you wish to save a draft of your nomination form and come back to it, please click ‘save and close’ on the top right hand side of the screen. You can return to complete your form through the ‘My Submissions’ option.

Once submitted, your form cannot be changed. Please ensure all field are completed correctly and all attachments are uploaded before submitting your nomination.

Once submitted, you will receive a confirmation email with a copy of your submitted nomination form attached. If you have not received a confirmation email, please ensure your form was submitted correctly.

For any attachments uploaded your nomination form, please use the following naming convention: TOD CIP – Applicant – Project Name – File Name

Please note attachments are limited to 25MB each.

  • the Department will use reasonable endeavours to ensure that any information received in or in respect of this application which is clearly marked ‘Commercial-in-confidence’ or ‘Confidential’ is treated as confidential, however, such documents will remain subject to the Government Information (Public Access) Act 2009 (NSW) (GIPA Act); and
  • in some circumstances the Department may release information contained in this application form and other relevant information in relation to this application in response to a request lodged under the GIPA Act or otherwise as required or permitted by law.
